BRIGGS DAM SPILLWAY REPLACEMENT

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Briggs Dam Repairs will be received by the Village of Paw Paw, at the Village of Paw Paw City Offices, 111 East Michigan Avenue, PO Box 179, Paw Paw, Michigan 49079, until 3:00 PM local time on June 12, 2025, at which time the Bids received will be publicly opened and read. The Project consists of demolishing the existing auxiliary spillway, retaining walls, and walkway; constructing a new reinforced concrete spillway, reinforced concrete retaining walls, and sheet pile cutoff; and installing a new pedestrian trail and timber bridge.

Bids will be received for a single Contract. Bids shall be on a unit price basis, as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is Barr Engineering Co. (Barr), 3033 Orchard Vista Drive Southeast, Suite 200, Grand Rapids, Michigan 49546. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM – 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may also be examined at the Village of Paw Paw City Offices, 111 East Michigan Avenue, PO Box 179, Paw Paw, Michigan 49079, on Mondays through Fridays between the hours of 7:00 AM – 4:00 PM; and the office of the Engineer, Barr, 3033 Orchard Vista Drive Southeast, Suite 200, Grand Rapids, Michigan 49546, on Mondays through Fridays between the hours of 8:00 AM – 5:00 PM. Questions or clarifications during bidding shall be directed to the Engineer in writing: Chris Miron, PE, CMiron@barr.com, and Jon Ausdemore, PE, Jausdemore@barr.com. Questions and answers from all bidders will be posted on the QuestCDN site.

Bidding Documents may be viewed and ordered online at http://www.QuestCDN.com where Bidding Documents may be registered for and downloaded for a fee of $22.00. The documents may be downloaded by selecting this project from the “Browse Projects” page or by entering eBid-Doc #968524 on the “Search Projects” page. Printed copies of the Bidding Documents may be obtained from the Issuing Engineering Office, during the hours indicated above, upon non-refundable payment of $250 for each set. Bidders requesting a printed copy of the bid documents must provide advance notice of 2 business days to the issuing office. Checks for Bidding Documents shall be payable to “Barr Engineering”. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A virtual pre-bid conference will be held at 1:00 PM local time on May 21, 2025, using Microsoft Teams. Bidders should reach out to Audrey Martinez, AMartinez@barr.com by May 19, 2025 to be given access to the meeting. An onsite pre-bid conference will be held at 1:00 PM local time on May 29, 2025, in the parking lot adjacent to the project site at 179 W Michigan Ave, Paw Paw, MI 49079. Attendance of at least one pre-bid conference is mandatory.

Bid security shall be furnished in the amount of 5% of the bid in accordance with the Instructions to Bidders.

The Work shall be substantially complete by December 30, 2025. All Work shall be complete and ready for final payment in accordance with the General Conditions by May 15, 2026.

Beginning January 1, 2021, the State of Michigan made the requirement that all community water supplies with lead or GPCL (Galvanized Previously Connected to Lead) service lines, must replace those service lines at a rate averaging 5% per year not to exceed 20 years. The Village has hired Abonmarche Engineering to assist in locating these lines.

Abonmarche will begin the process of identifying these lines on May 19th. They will be using a vactor truck to expose the water service lines in 2 locations in each yard and they will also be requesting entry into houses or businesses to see what the water line material is as it comes into the building.

They are primarily working South of Michigan Ave, there are only 2 locations that are North of Michigan. We have 200 locations in total that they will be looking at. Abonmarche will be calling residents to set up appointment times to enter the homes/businesses.

This work is scheduled to be completed by July 4th but could take a longer depending on delays.

Public Notices

A water main has broken on Ampey Rd. A boil water advisory is in effect for customers South of I-94. This will only affect the following 7 locations. Bronson Health Parkway, the Lions Club, Tractor Supply, Village View Mobile Home Park, Walmart, Pit Stop Gas Station, and the U-Haul/Storage Units. Crews will be shutting the water main down at 1:00 pm today. If all goes well, water service is expected to restored in 4-5 hours. Once the water service has been restored, the lab will begin the mandatory three rounds of sample testing. If all samples come back clean, the earliest the boil water advisory can be lifted is Saturday. The Village will keep residents in this area updated.
